This looks like a pretty straightforward document on how the voucher plan would work. Public schools will keep some money even after a student takes a scholarship to a private school and private schools do have to meet certain criteria to qualify to accept the voucher.

Vouchers in Utah deserve a chance.  Don’t listen to the class warriors who call this a plan for the rich. At most they will get $500 while poor families will get $3000. I know schools in Utah right now where I can educate 2 kids for $3300 a year. I would have to add $35 a month of my own money to fill the gap and it’d be well worth it.
